Civil Servants Advanced Training In Ostroh Academy
March 06, 2009
The educational project for civil servants in the Western Ukrainian regions The Development of Democracy and Civil Service in Ukraine” is realized in Ostroh Academy National University with the assistance of Telenor Corporation, the National University of Kyiv-Mohyla Academy and the Main Department of Civil Service of Ukraine.
The first project module including theoretical material and such courses as “Conflict settlement in management activity” and “The development and realization of state policy” took place on 3-5 March. The second module will have more practical nature and will be aimed at the consolidation of gained knowledge. The courses are conducted by the Chair of the Department of Political Studies of Ostroh Academy National University Yurii Matsiievskyi and by the other members of the department faculty.
According to the senior lecturer of the Department of Political Studies of the National University of Kyiv-Mohyla Academy Oleksandr Demianchuk, Telenor, which belongs to 5 most powerful telecommunication corporations, was the initiator of such training. Four years ago the representatives of Telenor appealed to Kyiv-Mohyla Academy with an idea to develop a project aimed at the improvement of civil servants’ professional level since civil servants are taught today on the principle of duties fulfilment without taking the processes of democratization and reforms into consideration.
Earlier these courses had been carried out in Kyiv-Mohyla Academy, but later they became regional. Recently, the courses have been conducted in Sevastopol and Kharkiv, and it is planned to conduct similar courses in other Ukrainian cities. “If we don’t prepare our civil servants for complete change of their functions and their activities within 5-10 years, I’m afraid that this will slow down the reforms themselves. This educational project is really useful for civil servants as it allows them to think more flexible and work more effectively”, said Oleksandr Demianchuk.
After the courses the students will be issued the certificates signed by the head of the Main Department of Civil Service of Ukraine Tymofii Motrenko as a confirmation of advanced training.
